Do you know any great punk song with catchy guitar riffs?
(such as THE JINX by Peter & The Test Tube Babies.)

Ca Plane Pour Moi by Plastic Bertrand is good; it's a French/Belgian punk take on Subterranean Homesick Blues.

Dead Boys had a few interesting songs with basic good riffs, for instance:

(They also did a not-so-good cover of good old Stones' "Tell Me" )

And I still like "Anarchy in the UK" and "Pretty Vacant" by the Sex Pistols.

But most of punk was pretty useless.

No. In 1977, Siouxsie & The Banshees (who were huge fans of the Sex Pistols... Sid Vicious played with them in 76, and Steve Jones on three SATB songs on their third album) were punk, right? Then with the single HONG KONG GARDEN and their debut album The Scream they kept playing with a punk energy, but their songs were more than "basic". How can one of the most important bands of the last decades be useless? How can you forget post-punk, and all the bands who came before 78 and whose members were intelligent enough to not keep playing the same things over and over?

I am sorry, but I don't like Siouxy&the Banshees very much. Nor The Clash, nor the Ramones, and certainly not any punk band that ever came after that. I am also not very fond of post-punk/new-wave, I find most of it rather tedious, monotonous, self-absorbed whining. I make an exception for PIL and Joy Division (the latter of which of course were more or less the "Kings of the Morose and Monotonous", but they had a few songs that at least had some life in them).

But Siouxsie & The Banshees' music was not "tedious, monotonous and self-absorbed whining"! Actually they were not monotonous AT ALL. Have you ever listen to their discography? I mean, A Kiss In The Dreamhouse and Kaleidoscope? (with the guitarist who played for PIL in the late 80's).
