If things were falling into place for the tour and then they found out Chuck would not be available for 18 months, what do you think the Stones would/should do?

Jazz or blues musicians often peaks at old age. Look at Buddy Guy, still going strong at 76. That doesn't seem to be the case with rock (or pop) musicians. Their expiration date often seems to be rather short. Jazz and blues musicians always keep themselves busy. Because if they don't they rust. There is a fundamental flaw with The Rolling Stones. To work one year and take three years off doesn't work in the long run. They will stagnate as musicians. That is what has happened with the band. And add to that that cigarettes, alcohol and cocaine will take its toll in the end. I mean sober guys seldom fall out of ladders or palm trees...

some people dont realize the huge overheads in the stones doing a tour.
over 250 people are part of the project and need to get paid, they dont earn a fortune like the band members do and cant consider doing it for nothing like the band members could.
these tours need a very large outlay financially for them to proceed and any reduction in ticket prices reduces the profit substantially, enough for a tour to be considered not worth doing for many of the 250 that the stones employ from time to time.
ofcourse the band could tone it down and limit to just a few dozen people on the project and only a few key gigs to keep ticket prices down, but whether people would be motivated enough for this im not sure. its not like they would make a lot of money from it.

1984 - zip
1985 - recorded an album (their worst) - 1 year
1986-1988 - zilch
1989-1990 - album, tour, live album, imax, etc - 1.5 years
1991-1993 - nada
1994-1995 - album (5 YEARS since their previous), tour, video releases, Vegas mode clearly locked in for good - 1.5 years
1996 - nothing
1997 - 1999 - album, tour, dvd, etc, etc, - 2 years
2000 - 2001 - f$%& all
2002 - 2003 - four new songs we waited 5 years for which at this point the fans have been conditioned to be disappointed and justifyably indifferent towards, and a tour, live album, 4-dvd set, etc, etc - 1 year
2004 - bupkis
2005-2007 - album, tour, ANOTHER 4-dvd set, a feature film, soundtrack, etc - 2 years
2008-2012 - the longest stretch of inactivity we've had from them, ever. 5 full calendar years, half of a decade.
So that's 30 years of work put into 45 years of time. The last five years do NOT count to me at all. To ask if they're motivated to roll... it's pretty clear that not are they motivated to roll, they're unable even to play one song on their 50th "Anniversary".
