Not sure where you get will Charlie be the first to quit the Stones based on what he said in this book. He's always been saying things of that nature yet has never quit. OK so that's fair ground to wonder. But... I don't think Charlie is going to be the first to quit, just the first one to say - and really mean it finally - 'No more bloody long tours'.
Which is beginning to become clear is what has happened.

Which is beginning to become clear is what has happened.
No more big tours seems at least to be the beginning of the end. The reason the Stones have been so popular in latter decades is not for their new albums post-Some Girls, but for the juggernaut and spectacle of their stadium-filling tours with the record-breaking numbers--which Charlie seems to be adamantly putting the kibash on. They have made their latter-day reputation through the forcefulness of their live shows, but now they will not reach hardly any of their fans without their global touring. The Stones will thus seem something distant, something no longer to be celebrated in person. Charlie is quitting the touring. Keith wants to tour, Ronnie wants to tour, Mick wouldn't mind the payday, but Charlie is quitting the one thing that still makes the Stones a premium concert draw around the world. With his refusal to tour, we can now think of them as semiretired, but there should be some fine reissues and official bootlegs along the way. Perhaps they'll strike a deal with ABKCO and refurbish their 60s catalog with new remastering and extra tracks. But of course, Charlie could always change his mind...

Now that Charlie has publicly stated that he at least is not up for another tour, then if they do go out on the road, everyone will know he's not into it. He has said no one wants to be the first to quit and let the others down, but what if Charlie just can't soldier on anymore? In Shine A Light, you can see how exhausted he was after All Down The Line, and you can see that rock drumming is obviously not in his heart, compared with the joy he shows when playing in his jazz band. To be fair, Charlie has the most physically demanding job on stage after Mick, but has stated that he wouldn't mind doing a bit of playing as a way to "finish it off." So will it be Charlie as the first to finally say, enough?

He's said nothing of the sort. Not wanting to 'tour for two years' doesnt mean 'refusing to tour'.
This has been done to death a million times.
Shirley Watts summed it up better than anyone some years ago by saying that whilst Charlie doesnt enjoy being away from home for long spells, he wouldnt quit the band or be the one to end it as he'd never want to let Mick and Keith down.
The first member of the band to 'quit' - to answer your question - will be whichever one of them dies first.
I very much doubt ANY of them wants to spend another couple of years doing a tour.
