Everybody knew it had to come to an end. It's often implied that Brian was too wasted to be aware of that. But that's horseshit. However, there were times when they seem to have enjoyed playing together. Mick has said that he has got some nice memories of Brian during the sessions for No Expectations and Brian and Keith can also be heard laughing at the start of an outtake of the song.
To me the guy who's talking in the beginning sounds like Mick. The laugh right in the beginning fits Brian's voice better IMHO. But I might be wrong of course.Quote

Been listening to it over and over a few times. I haven't heard Brian talking that much to say I am sure that it's not him. But I'm puzzled about this one.
At least the choice of words would fit Brian better than Mick.
