Not the whole song, but the guitar parts (at the beginning especially) are definitely Stones-inspired.
Also true of the guitars in the middle of "Cherry Bomb" from the same album. Mellencamp once opened with "Gimme Shelter" on one of his tours, so he's a fan.

Agree, but still they have that "naive" guitar sound, chord progressions and approach, not unlike the Stones.

The guitar sound of Kiss is nothing like the Stones. Kiss just banged out power chords. A far cry from the nuanced guitar work of Keith in his prime - even if they were simple chord progressions in many cases.
